The Bundesnetzagentur has today presented its activity reports for 2024/2025 for the telecommunications and postal sectors.

Telecommunications

Fibre connections

In the middle of 2025 there were contracts for around 5.8mn fibre connections. This means that around 13% of all households and company sites have an active fibre line. Another 3.7mn connections are equipped with a completed fibre line that is not yet in use. Thus a fibre connection is available for a total of 9.5mn customers.

5G rollout

In July 2025 around 94.6% of Germany was supplied with 5G by at least one network operator. The total area of Germany that is supplied with mobile broadband by at least one but not all mobile network operators is around 13%. This is a decrease of 1.4 percentage points compared to the previous year. The total area not supplied with mobile and broadband voice and data transmission by at least one public mobile network was around 1.9% in July 2025.

Letters market

The number of letters conveyed in 2024 was 10.16bn. That is a 6.9% drop from the previous year. In 2023 the figure was around 10.92bn. Letter volumes continue to decline.

Revenue from the letters market fell overall by 4.4% in 2024. For 2025 the Bundesnetzagentur expects revenue to increase slightly by around 2%. This is because Deutsche Post DHL has increased prices. As in previous years, Deutsche Post DHL remains the leading market participant in the letters market with a revenue share of 87%.

Postal consumer complaints

In the first half of 2025 the Bundesnetzagentur received 22,891 complaints from consumers about postal issues. Since 2022 the number of submissions has remained at a high level. The Bundesnetzagentur publishes the details in its data portal.

When the Bundesnetzagentur receives an unusually large number of complaints from consumers in a certain region, it investigates the postal operator. The Bundesnetzagentur investigated 57 such cases between 2023 and 2024 and there were eight cases in the first half of 2025.

Postal dispute resolution panel

In 2024 the postal dispute resolution panel saw a record number of 4,115 requests and other submissions. This represents an increase of 15% over the previous year (2024: 3,574 requests and other submissions). In 2025, up to and including 30 June, the panel received 2,333 requests and other submissions.

The main reasons for the requests and submissions (around 58% in 2024 and around 62% in the first half of 2025) were lost or stolen postal items.
